PHONE COUNSELING

If you have reviewed your account information in Member Access and/or used TRSL’s online resources and are unable to get all of your questions answered, we strongly encourage you to call TRSL’s main number to conduct a phone counseling session. By phone, analysts can answer general questions including retirement eligibility and options, applying for retirement, estimate requests, and much more. For most situations, visiting the office or making a virtual appointment is not necessary.

TRSL has analysts available from 8:00 a.m. to 4:30 p.m., Monday through Friday, to assist with your needs quickly without having to make an appointment.

  • Appointments for virtual and office counseling are full through June. We are currently booking appointments for July 2025. To schedule a virtual or office counseling appointment,  submit an online request or call us. 
  • IMPORTANT: Members who visit the TRSL office without an appointment may experience longer wait times to speak with a counselor. While we will strive to provide counseling to all visitors, there is no guarantee that a counselor will be available to meet with members without an appointment.

Executive staff

Katherine Whitney

As TRSL Director, Katherine provides executive leadership and management to the largest public retirement system in the state with $25 billion in assets and more than 213,000 members. 

She has been with TRSL since 2008 and has held the positions of policy planner, deputy general counsel, executive liaison officer, and deputy director.

Prior to joining TRSL, Katherine was an assistant attorney general in the Civil Division of the Louisiana Department of Justice. Among her roles there, she served as the education section chief. Katherine has also held the position of chief of staff at the Department of Education-Recovery School District and was a policy consultant at the Louisiana State Board of Elementary and Secondary Education (BESE).

She is a member of the Louisiana Bar Association. 

Katherine holds a bachelor of arts degree in government from Nicholls State University and received her juris doctorate degree from Louisiana State University.

Douglas Swenson

As deputy director, Douglas works with the director on long-term planning and oversight of key TRSL functions and operations. He serves as agency head in the director’s absence, works with legislators, and directly supervises the retirement, employer services and human resources departments.

Douglas joined TRSL in 2018 as executive counsel. In that role, he advised the Board and director on legal issues, represented TRSL in legal matters, and reviewed and negotiated contracts. Douglas became deputy director in 2020. Prior to joining TRSL, he worked in private practice and served as an assistant attorney general, assistant special litigation counsel, civil rights section chief and deputy director of the Litigation Division for the Louisiana Department of Justice.

Douglas is the president of the Louisiana Association of Public Employees’ Retirement Systems, a member of the Louisiana Bar Association, the Baton Rouge Bar Association, the Federal Bar Association and the National Association of Public Pension Attorneys. He has presented at various continuing legal education trainings around the state on topics such as employment law, judicial immunity, and discovery.

Douglas holds a bachelor of science degree in criminal justice from Southeastern Louisiana University and received his juris doctorate from Louisiana State University.

Jeff LaCour

Jeff oversees the TRSL accounting, information technology, and administrative services departments, as well as the building management provider for the retirement systems’ office complex. He works with the director to ensure that these operational functions support the efficient delivery of retirement services to TRSL customers.

Jeff joined TRSL in 2008 as audit director. In that role, he provided assurance and consulting services to TRSL’s board and executive management before becoming assistant director of operations in 2017. Prior to joining TRSL, Jeff served as head internal auditor for the Louisiana Department of Wildlife and Fisheries and as performance auditor for the Louisiana Legislative Auditor’s Office. 

In addition to being a certified public accountant, a certified information systems auditor and a certified internal auditor, Jeff is an audit command language (ACL) certified data analyst. 

He holds a bachelor of science degree in accounting from Southeastern Louisiana University and an MBA from Southeastern Louisiana University.

Lisa Honoré, Ph.D.

Lisa oversees the areas of public information and policy at TRSL. She works with the director to ensure agency communication materials and programs meet the information needs of members and employers, and to support the goals of the agency through the research and analysis of issues, data, legislation, policies, and other matters that impact the retirement system and its members.

Lisa joined TRSL in 2006 as the public information director. In that role, she served as the agency’s spokesperson and oversaw expansion of the public information department to include field education. Lisa became executive liaison officer in 2017. She has worked in the field of communications for 27 years as a public relations professional and broadcast journalist.

Lisa has a bachelor’s degree in government from the University of Notre Dame, a master’s degree in broadcast journalism from the Medill School of Journalism at Northwestern University, and a doctoral degree in mass communication and public affairs from Louisiana State University.

Philip Griffith

Philip’s primary role as chief investment officer is to assist the TRSL Board of Trustees in making investment decisions that follow federal and state law and are in accordance with the objectives, policies, and procedures outlined in the board’s investment policy. He leads a team of experienced and credentialed investment professionals in the TRSL investment department. Additionally, he and his staff work closely with external investment consultants and managers to achieve the retirement system’s long-term investment objectives.

Philip joined TRSL in 2007, bringing with him a wealth of experience in investments and money management. Prior to joining TRSL, he worked for CitiGroup, Charles Schwab, the LSU Foundation and the Louisiana State Employees’ Retirement System (LASERS).

Philip holds a bachelor of arts degree in economics from Tulane University and an MBA from the University of New Orleans. He also is a Chartered Alternative Investment Analyst and Chartered Financial Analyst charter holder.

Kenneth L. "Trey" Roche, III

As executive counsel, Trey represents and advises the TRSL Board and staff in all legal matters pertaining to their positions, including fulfilling their fiduciary responsibilities. He provides legal advice, analysis, and opinions to the board, director, and staff in matters affecting TRSL operations related to state and federal public pension law, family/community property law, tax law, securities law, probate law, and contracts.

Trey joined TRSL in 2021. Prior to joining TRSL, he worked as the chief risk officer and special counsel for the Louisiana State Employees’ Retirement System (LASERS).  He previously served as an assistant attorney general in the Public Finance and Contracts Section for the Louisiana Department of Justice.

Trey holds a bachelor of science degree in accounting and juris doctorate degree from Louisiana State University.
